Policy Update – What You Need to Know
As of January 22, 2025, the Government of Canada has updated the rules around eligibility for spouses of international students.
To qualify for an open work permit, the student must be enrolled in:
A master’s or doctoral program (minimum 16 months)
A professional degree program, such as:
- Medicine
- Law (JD/LLB)
- Dentistry
- Pharmacy
- Optometry
- Veterinary Medicine
- Nursing
- Engineering
- Education (B.Ed)
Spouses of undergraduate or diploma students are no longer eligible for open work permits.

- Letter of enrollment from a DLI (Designated Learning Institution)
- Marriage certificate or common-law declaration (Form IMM 5409)
- Proof of cohabitation (if applicable)
- Passport, digital photo, and biometrics (if required)
